Tornado risk by region — wind zones, safe rooms, and roof rating

Tornado risk is geographically concentrated but increasingly mobile. The classic 'Tornado Alley' (Texas → Oklahoma → Kansas → Nebraska) is shifting east into 'Dixie Alley' (Mississippi → Alabama → Tennessee), where night-time tornadoes hit denser populations.

FEMA's wind-zone map

FEMA defines 4 wind zones (Zone I = ≤130 mph design wind speed up to Zone IV = ≥250 mph including tornado-debris loading).

Most of the Plains + Deep South sits in Zone IV.

Coastal Florida + Texas Gulf Coast: Zone IV with hurricane-debris emphasis.

Pacific Coast: Zone I-II (low tornado risk; earthquake dominates).

FEMA P-361 + ICC-500 are the safe-room construction standards that match these zones.

Safe-room ROI

An ICC-500-compliant safe room (storm shelter) typically costs $4,000-$15,000 in-ground or $7,500-$25,000 above-ground.

FEMA Hazard Mitigation Grant Program rebates: up to 75% of cost in declared-disaster counties (up to ~$3,000-$5,000 per home).

Resale: Plains-state homes with ICC-500 shelters sell ~3-5% faster + at small price premium.

Insurance impact: minimal direct credit; indirect via reduced contents/displacement risk.

Roof matters more than walls

70%+ of tornado property damage starts at the roof: ripped shingles → wind enters → pressure differential lifts entire roof.

Class 4 impact-resistant shingles + properly nailed sheathing (6-inch spacing) = 30-50% damage reduction in EF1-EF2 events.

Hurricane straps (metal connectors tying rafters to wall studs) cost ~$400 retrofit and significantly reduce roof-loss probability.

Many states (OK, TX, AL) offer state-mandated insurance discounts for verified Class 4 roofs.

Insurance gotchas

Standard homeowners covers wind/tornado, but NOT flood (separate NFIP policy required even after a tornado if flooding occurs).

Many policies have separate wind-storm deductibles ($1,000 fixed OR 1-5% of dwelling value) — read the declaration page.

OK + KS + TX often require named-storm deductibles for hail (the actual revenue driver of Plains insurance volatility).

What zipradar shows

Wildfire risk + flood zone are federated; tornado wind-zone is parcel-region-level + not in our 12-dimension federation.

Use FEMA's Wind Zone map (P-361 Appendix B) for design-wind-speed lookup.
